Sterling Heights is one of the few cities where a single date in the ordinance decides what is legal at your house. Worth knowing before anyone quotes you for drainage work.

The 1968 line in the city ordinance

City code separates footing drains into two groups, and the boundary is exact.

20 February 1968 Connected before this date Not required to disconnect from the sanitary sewer Everything after Storm water and other clean water goes to a storm sewer or natural outlet
City ordinance 53-52. The date decides the obligation, not the age of the pump.
  • Clause J

    The grandfather rule

Footing drain tile from buildings existing and connected to the sanitary sewer before 20 February 1968 is not required to disconnect.

  • Clause B

    Clean water goes elsewhere

Storm water and all other unpolluted waters are to be discharged to sewers designated as storm sewers, or to an approved natural outlet.

  • Clause M

Yard discharge that becomes a nuisance

Where footing or floor drain water crosses onto a pavement or street and causes icing or perpetual wetting, and a storm sewer is available, the property must connect to it.

  • Clause I

    The 90 day exception

An open basement under construction may connect temporarily through a strainer system for no more than 90 days, removed once backfilling and roofing are done.

Where your discharge is allowed to go

Sump water and floor drain water are treated differently under state guidance. They are not interchangeable, and getting it wrong shifts liability onto you.

Sump pump water Storm sewer or surface water may be allowed Floor drain water Not permitted
State guidance treats the two separately. Floor drain discharges are not allowed to storm sewers or surface waters.
  • You carry the liability

State guidance notes sump discharges can contain pollutants after a spill or a flooded basement, and the property owner is responsible for complying with discharge law.

  • Do not create a nuisance

A yard discharge that ices a sidewalk or keeps a street wet is exactly what clause M is written about. Distance from the wall and direction both matter.

  • Never into the sanitary

Unless your footing drains predate February 1968, clean water belongs on the storm side. Everything else raises the risk of a backup on your own street.

What we repair

  • 01

    Float switch

The most common failure. If it runs when you lift the float by hand, this is it.

  • 02

    Check valve

Failed valves drop the discharge column back into the pit seconds after shutoff.

  • 03

    Impeller and motor

Grinding, humming or tripping. We test under load before recommending replacement.

  • 04

    Pit and basin

Cracked or undersized basins short-cycle every pump fitted into them.

  • 05

    Discharge line

Blocked, crushed, frozen, or terminating where the water simply returns.

  • 06

    Backup systems

Battery load testing and changeover checks, because storms take the power out.

Sterling Heights sump pump questions, answered

Do I have to disconnect my footing drains?

Not if the building existed and was connected before 20 February 1968. City ordinance grandfathers those in. Anything newer falls under the rule that storm water and other clean water goes to a storm sewer or an approved natural outlet.

My discharge ices the sidewalk every winter. Is that my problem?

Yes. Where footing or floor drain water crosses onto public pavement and causes icing or perpetual wetting, and a storm sewer is available, the ordinance requires the property to connect its discharge into it.

Can I run my sump line into the storm sewer?

Often yes, but confirm it for your property. State guidance notes that sump discharges may be allowed to storm sewers or surface water, while floor drain discharges are not, and that the owner carries the liability for what is in the water.

Why does my basement flood in March rather than in summer storms?

Frozen ground cannot absorb meltwater, so the water table rises quickly in early spring. If the water is clean and has no smell, that points at the sump system rather than the sewer.

Does the city watch for this during storms?

It does. The Water and Sewer Division responds to emergency flooding 24 hours a day, and known sanitary sewer and lift station problem areas are checked for surcharging during heavy rainfall.

How fast can someone come out?

Same day across most of Macomb County, and after hours when water is already coming in. Most parts-level repairs finish in the same visit.

Know the rule. Then fix the right thing.

Emergency repair, diagnostics, pit and valve testing, or a dry-weather inspection. Serving Sterling Heights and all of Macomb County.
